All I can say is, Thank GOD she quit.
She would have had to introduce herself as "Katherine Janeway, Spinster of the USS Voyager".

One of the commenters there on YouTube said that Bujold seemed "tentative and lacking authority in this scene." Exactly right; and Mulgrew's voice is more resonant and effective. The story the commenters give is that Bujold didn't want to work the hours -- she was a film actress, not used to the long hours of TV (which I've always heard) -- and so deliberately gave a poor performance so she would be fired.
