It does make money. It just doesn't make as much money as getting the government to create an artificial market for you and keep out competitors with regulatory barriers. My guess is the FDA would load this up with so much regulation that it would just make no economic sense in America.
There was an article a few years ago about an American lady who had an antibiotic-resistant infection, the US doctors basically said there was nothing they could do and she was going to die, so she flew to Eastern Europe, got one of these phage therapies, and it cleared up pretty quickly.
