Nevada Is Clamping Down On Classic Car Registrations

I've never seen any shop in Virginia actually check the headlight aim during a safety inspection, although a headlight aiming machine is a required tool to be a safety inspection station.
Ok. The incident I referred to was in Henrico County in about 1994. I lowered the aim of one headlight slightly and they passed it when I went back. The same place overtightened my lug nuts----which wasn't as bad as another Virginia shop that grossly overtightened a wheel bearing doing their inept inspection.
