Better off not running a filter.
No reason to worry
I would send that back-any of that falls off=a disaster. Shouldn’t have made it out of the factory! Is that Mann & Hummel? (as if I need to ask…)
In the opinion of filter dissectors, do beads of glue break away in these configurations?

Excess glue can certainly break away, unfortunately. I did a C&P here on BITOG showing one example, and I've seen other examples in the oil filter section.
It looks normal to me.
Then don't use it.

^^^ That looks like a well formed glue job. Many filters I've inspected have a glue seam similar to that around the base of the center tube. Here's a MicroGard Select with a similar glue job - but with even a wider glue seam. That glue should not move at all, it's stuck very well. I've never seen any filter lose glue from that area over the OCI use of a filter.
If in doubt, dissect it and post pics here. But it looks normal to me so I would run it first...

That's normal. You have two sections where it expanded out of the circle. Not beautiful but the glue is still part of the main glue seal and not an issue. I wouldn't worry about that.
There is nothing wrong with that filter. The filet of glue will not break away.
What I see, looks like normal potting material in the area joining the tube to the endcap. Based on that, I'd use it.
What is this based on?
This isn't random loose glue splatter, dribble, excess.
I'm not defending M&H, but this simply is not a failure and you are actually wrong causing undo worry.
As pointed out there is no issue here. No need to go into boycott mode.
