OP, jokes aside there is not enough info in your post to determine if this belt is "serviceable". We would need to know the application and proposed use case at a minimum.

That said, it looks almost new (there's no apparent cracking and it still has the waffle texture). Those "Frankenstein" stitches are normal. Most serpentine belts last 100,000 miles or more now.
