Do you fill your filter before installing it?

Since my filter mounts in a straight down orientation, I always try to fill it up to just below the baseplate before I mount it on the engine. Less dry-start time is always better. Also means I have to add less after I've got it back on.
 
All of my cars have vertical filters with the baseplate pointing up. Since this makes it easy, I pre-fill all of them. I figure there is no downside to doing it & it's easy to do.
 
If the filter is vertical, why not fill it? I do on my Dodge Ram Cummins. Otherwise if it's a PITA to fill and not drip oil all over your face as you're installing then I don't bother. Start the engine and let it idle.
 
i always try to fill the filter to cut down on dry starts but i change my filters every second oil or third oil change because i dont like the dry starts.
I also use a 15,000 mile filter.
