It looks like there's a shut off in the picture with the blue pex pipe. Normally most people just do one shut off for the cold water and don't bother with one for the hot. One less shutoff to buy.
Are these Pex lines at risk of disconnecting? What's wrong with this water heater?

The ring on the water heater is condensation buildup from the exhaust vent pipe. Hot exhaust is going up the pipe and cooling as it goes condensing and dripping back down. Looks awful but the tank is probably fine. The pet junction has solder splashed all over it. No idea on that one.
I agree with you on this. I have found those that "profess" the most seem to be the most shady. Best option is the old angies list (now has a new name) and good, local word of mouth.... a local company with fish symbols on the back of all their vehicles. I think the fish stood for "baiting" customers?...
