It looks like a drill bit the water company would use to tap into the feeder line in the street going to the

I have no idea how this thing works - i believe it's broken. The bottom shaft with the holes turns and I hear and feel the gears inside the unit working, but none of the other shafts turn, extend, or move at all. And it's heavy.
