I don't know what a nonattainment area is, but the alcohol gas makes the power valves, acc pumps and rubber sections of fuel line crack and deteriorate quickly. And it corrodes the fuel bowls. It causes tiny cracks in the power valves causing a rich mixture like going up in jet sizes, then causes bleed off in the acc pumps, causing a stumble. In my 67 firebird, 69x2, 71 73 camaro and 94 YJ wrangler with chevy 383. Prior to the gasahol coming out, these cars could sit unused with stabil for years and still start fine.
I would never use it in my boat, but in outboards in the shop i have seen the alcohol dissolve fiberglass fuel tanks, causing clogged carbs, rich/lean conditions in adjacent cylinders, and destroyed injectors in newer outboards. The alcohol gas also eats away the marine pressure acuated fuel pumps, causing failure.
