A cheap high performance car imo would be a bare bones car that's very common,cheap,easy to work on, and has a huge aftermarket and oem parts support.

4th Gen Camaro with LS1 and 6-speed is probably fastest for the dollar. I bought mine new for $20k and spent 3k on chassis, brake, exhaust, and intake upgrades. Was still doing track days at 240k miles on the original engine. Was never passed on track by a Mustang. Passed many cars that sticker for 3 times the money. An upgrade that I wish I had made would be an oil cooler. May be tough to find one with the LS1/6MT powertrain without T-tops.

A C5 Corvette would be faster, but more expensive, than a 4th Gen Camaro. But they're affordable. Probably not better in Average Lap Speed divided by Acquisition Cost.

Most cost-effective upgrade to improve lap time is soft compound tires.
