On these I would remove as much of the original paint as possible but not the black E coat, scuff the E coat and remaining silver with red scotchbrite pads, use a self etching primer and top coat with VHT wheel paint.
You can spend a lot of time, use epoxy primers and epoxy paints but it gets expensive. Powder coating is best but not inexpensive, if it is worth it to you to have them perfect with a very durable finish that is the best route.
