Only if you don't factor in inflation. If you do, then your $2.50/gallon benchmark has less of an impact on family budgets than it did in 1910s, 1920s, 1930s and 1940s. 1950s-1990s it was (again, adjusted for inflation) slightly less than $2.50/gallon. However, the current price in many areas is below $2.50/gallon, so in many areas of the country (mine included) we're also below the inflation adjusted price in the 1950s, 1960s, and 1970s.
So while your 89 cent per gallon figure is not only cheap, but unrealistically cheap, the $2.50/gallon figure is also historically very "cheap", and certainly nothing to whine about.
