Car keeps rolling back when parked

Transmission gears or for that matter engines turn the other way, against design.

I had some e-brake cables take a "set" because the PO never used them. They were kind of z-shaped in the cable sheaths and when applied, they rubbed the inside of the cables and the added friction meant they didn't fully release.

If one has top-hat rotors with little drum shoes inside, they're probably pretty sticky friction material as they only have to hold. If they ever rubbed to slow down it would be in an emergency. Could sand any rust off the drum surface when inspecting/adjusting them.

Perhaps, but it simplifies some things and complicates others. You save a component, but turbo or super charging is complicated. It was the same on my 3.0 Mitsubishi.
 
Wife's 2010 camry, 1 month old, 4 cyl 0-20 syn did the same thing two days ago. Honeeey your new car is in the road!
