Not necessarily, if it’s XMP. The timings at 1600 in XMP at 1.35V will be comparatively more aggressive than at 1333 at 1.2V.

This means you can usually manually set voltage to 1.35V at 1333 and adjust timings down.

It might but I have seen where it can cause the computer to crash as it wasn't engineered for 1600 MHz ram.

This only occurs if the voltage or timing is set incorrectly, or in cases where the sticks themselves are incompatible with the board. Generally, if it boots to windows, the ram works and any instability is voltage or timing.
