Old Chevy sign

My classmate got this for his Birthday. Anyone know anything about it. He called GM and they didn’t know and seemed bothered more than anything.
The wheels turn and lights on the engine turn on. 2 lights for the cylinder, 4 for the four cylinder, and 6 for the six cylinder. It’s missing the motor that drives the belt to turn the wheels.

Small low rpm AC motor probably wouldn't be hard to find if you wanted to get it all working.
