Interesting RFQ

I was using Google to find info regarding a particular spec, I can't remember which now .... and ran across this little RFQ that a city in New York put out.

I know I don't want to rack my own brain with such details, but it would be interesting to see which Bob favorites fall into their specs. or if in fact that an oil or two does not meet their required specs.

The bid is long past, as I mentioned, I just found it interesting.

I wonder whose oil those specs were written around?
Also, why do they specifically refuse rerefined oil?
I find it interesting that the bidder must also provide a copy of their license for the TES-295 transmission fluid. I guess no universal type fluids.

I noted the transmission license requirement also, I am guessing their gear oil is written around Amsoil Severe Gear Oil, but that is only a guess.

The 5w20 and 5w30 specs match the Motorcraft specs here

At least the gravity, viscosity, and flashpoint do.
