The proper test would be to measure "flow vs delta-p" across the center tube. Louvers are going to flow better (meaning less delta-p at any given flow rate) if they are opened up well.
The bottom line is the more flow area there is in a center tube, the less delta-p there will be across the center tube. That basic fluid dynamics rule applies to anything that experiences fluid flow (media, base plate holes, bypass valves, etc).
