help with Function

I guess I am a little ignorant, Could someone please tell me how to use the "quote" function. I can not get it to work for me.

On the very end of the top line of the post (to the right of the paper and pencil icon), if you click on that, it will open up a response window automatically, and quote that person's response and then just start typing underneath it.
