Cable always goes out before electricity

Our neighboorhood cable junction box had some batteries and an inverter in it.
Meth fiends broke into it and stole all that stuff.
Although prices for recyclables plummeted, the cable co. also put a much better lock on it,
so I don't think the meth fiends have been back.

These are under 3 feet of water.

If you don't see how electrical connections don't work well in these conditions, I don't know what to tell you

 
Ours is at the end of the street. I don't think it's gotten flooded yet, but I guess others have

Probably because your electrical lines are above ground on poles, and the cable is underground.
Herabouts cable isn't buried unless the electric company puts the underground infrastructure in first. It simply isn't cost effective to bury cable when the poles are carrying everything else.
