Looking at the L brackets, one leg is ALWAYS longer. My question is which leg do I use on the shelves and which do I use on the wall?

...and NONE of the stamped brackets have a load rating

Also, I'm using 1x12's as my shelves, what is the best way to attach them to the brackets? 3/4" wood screws?

It really depends on the width of the shelf. You will get a higher load rating by putting the long side against the wall. However, if the shelf is much wider than the leg, it will not hold weight well the further out it's placed on the shelf.

In short, it's best to put the long leg against the wall. If you have an overly wide shelf, or don't have a huge weight requirement, it's best to put the long leg under the shelf.
