OK, just two days after detailing my car in the winter, I see some small scratches in the lower quarter panel, which is really the rear bumper wrapped around. I know this piece is plastic, not metal, and that the paint has something in it known as "flex." Would that change the type of rubbing compound I would use to buff out the scratches?

Don't know how bad YOURS is but Meguiar's Scratch X 2.0 cleaned up this bumper pretty good...

When it comes to the flex additive in the clear coat, the only time you would need to worry about it when buffing is if it is fresh paint. And even then you would just slow down the speed of your buffer not change the compound, unless your using that old school heavy cut compound which on today's cars does not need to be used anymore.
