Toyota cartridge style oil filter

Question about the bypass valve on the Canister type...It's in the very end of the Housing that you remove? I helped my daughter change the oil on her 2010 Corolla S this past weekend and was kinda in a hurry...so it's underneath the metal center tube that you slide the filter over? I did notice the metal center tube had just a bit of side to side "play"...Could it be removed/replaced? I will look much closer when I finally change the oil on our 2011 Scion tC which also has canister filter (it is slightly bigger than the corolla filter...also the scion housing has the removable center portion where you can push the plastic piece in to "drain" the filter before unscrewing...not sure why Toyota didn't make them the same)

Some tight fitting cartridge filters will pull this center tube out when being removed ( http://www.purolatorautofilters.net/Bulletins/Documents/LexusToyotaCenterTubeConcerns03-23-09.pdf ). I've never had a problem with the OEM Toyota Denso filters doing this though.
