I assume you already know but rotors almost never really warp. They are of uneven thickness if you measured the rotor with a caliper in several spots around the rotor.
So the rotors need to be replaced and with at come the pads. They could try and turn the rotors if they have a brake lathe. But that takes labor and when they are finished turning the rotor it may be too thin to be usable
