Trotsky's whole shtick was about community councils (the Russian word for that is "soviet" I am told) who were immediately and directly accountable to, and recallable by the people they *served* (not lorded *over*). That's why he was first exiled, then assassinated. He seemed to have an eerily accurate fear of big government.

(Sorry for the politics, but Trvlr500 either has a very wry sense of humour or... Well, I'll just assume he has a very wry sense of humour.) Trotsky is about as connected to the disasters of big gov't socialism as Geo. Washington is to Enron, et al.
