Procedure:
Tire tread depth readings shall be taken in two adjacent major grooves showing the most tread wear. Readings for a tire which has the tread design running across the tire or for a siped tire wear such tread design is permitted, shall be taken at or near the center of the tire. Inspect all tires mounted on vehicles (do not inspect spare

Reject if:

Any tire is worn to less than 2/32 of an inch of major tread design at the two worst adjacent points at which the gauge readings are obtained. However, the front tires of a motor vehicle, (other than a trailer), with an MGW of 10,000 pounds or more, or a truck tractor, must not be worn to less than 4/32 of an inch of major tread design at the two points at which the gauge readings are obtained.

So if a tire is worn in one valley because of alignment, it is still ok? Or if one center tread is worn?
 
It would seem to be-- Maine has a similar rule. Good luck convincing a mechanic to pass it, or even for the state to back you up. There may also be a rule about cords showing.

There is. Maine has a stricter inspection, I got a truck from there. NY does not check ball joints.
 
Does the shop doing the inspection also do the repairs? If so, they are probably ripping you off. Any state that does that is ripe for crooked shops.
They do in NY, gotta hold on when you find an honest indy.

Edit: Technically no requirement that the inspection shop does the repairs but it is obviously natural the average person is going to get repairs done. If you get failed for something in NY, you can go elsewhere or DIY and just bring it back and pay for a second inspection. NYS law is they are not supposed to scrape your sticker for a failure unless it is expired and if it is expired you get a 10 day temp sticker I believe during which time you are to remedy the situation.

This is true, a valid inspection can't be removed. NY has both a safety and emissions inspection. The shop can charge for reinspection of either/both or if you bring it back. Some shops charge, some don't. Jiffy lube inspects, obviously they don't charge because they can't make most repairs. A car over 25 years has no emission inspection whatsoever. The cats could have straight pipes, it will pass. Federal law forbids that, but no one is checking.

This is partially true. ONLY in the case of an emission or readiness monitor failure. Then you have 10 days to make repairs. Safety issues have NO temp stickers. But again, even if your tie rod is ready to fall off or someone drilled a hole in your master cylinder, they can only remove an expired sticker. I think that wasn't always the case, but that can protect a consumer from unscrupulous shops.

NY is also changing to a custom printed sticker, with vin, mileage, and valid date, vs a punched one that changes color every year.
