What's your definition of target shooting? If it's plinking cans and zombie squirrel targets and those reactive rubber targets with the cheapest ammo you can find then the semi-autos are fine and the Ruger 10/22 leads all others in customization.
If you're thinking about shooting at paper for score and accuracy at 25, 50, 100 yards then the semi-autos will quickly fall short. Bolt actions like the CZ452/455, Savage, and the Ruger American Rimfire will in most instances be more accurate out of the box and with simple mods. 10/22s can be made to shoot but it takes money.
I own and shoot CZs, 10/22s and am breaking in a Ruger American Rimfire Predator, still unknown how it's going to shoot. .22 rimfires are picky little beasts, every rifle wil have it's favorite ammo that it will shoot better than anything else. These days it's still hard to find 22 to shoot much less compare. CZ guys are disappointed if their rifle won't shoot consistent 1/2" groups at 50 yards with decent ammo.
