The bases look different, so maybe the difference is related to the length of the threaded tube on the filter mount and how much room there is in that area when the filter is mounted.
Upon closer inspection, Fram lists the PH7575 as cross referencing to lawn mower type OPE only.
PH3614 seems to focus on automotive cross references...

I am not sure why that would matter much in this application. I like the fact that the 3614 is also available in the Tough Guard and Ultra variants, and use the TG3614 on my lawn tractor. That's still half the price of the OEM filters.
