IIRC, Takata moved production of most of their inflators to Mexico to take advantage of lower labor costs and that plant was in-house. And that plant made the inflators that used ammonium nitrate as the oxidizing agent, while their German plant used a different oxidizer. BMW raised a stink when they heard Takata Mexico(and their shuttered plant in GA) was using ammonium nitrate.

Honda is having Autoliv supply inflators for their recall, even though Takata did make the original assembly. I know a division of Toyota(Toyoda Gosei) simply makes the cover and airbag envelope and then they source an inflator from Autoliv or Daicel in Toyotas.
