Not where I live. The ticket looks official and it has a lot of threatening language on the back, but it is all unenforceable. It doesn't go on your license or your insurance, there is no warrant (even though the ticket tells you there can be) and it is illegal to send the ticket to collections (even though the ticket tells they will).
The first time I got one (on a drastically shortened yellow, I'd call it borderline unsafe) I called my lawyer - and he told me to put it in File 13 and never think of it again. Told me to call him back if they started to harass me.
