I've seen the locking caps but figure that they served more of a security rather than sealing purpose.

I think that they seal as well. Check out the reviews.
Its almost always the filler neck. We stock a bunch of them. The Expedition ones aren't as common to go bad, but not unheard of.
I did see some of the reviews said it resolved their issue. Some said they had to make a gasket too. Seems kind of a clunky solution.
