It is likely a sudden override in the decision making process. Typically some senior management screwed up and discovered the budget won't balance and lost the boss' trust, and the decision to keep the business as usual got overrode.
Having employees and customers finding closed door and post it note is absolutely the worst way to go. It almost seems like someone got evicted out of his home, you can't run a business like that. I'm sure there will be some upper management getting swapped and this is just the beginning. You can't blame minimum wage or bonus for that.
