Longest OCI youve done with Penzzoil Ultra?

I know that you're being a little tongue in cheek here, but your question is a valid one.
If Ultra is all that and it probably is, then why doesn't SOPUS spend a dime to gain the certs that would demonstate just how good this oil really is?
As it is now, as you note, Ultra carries certs that match those of some of the least expensive oils available.
The oil nerds here may recognize it as a superior product, although it exceeds the needs of most of us.
Why not pony up for something beyond basic certs to prove the value of this premium priced oil?
XOM does this with most flavors of M1, and maybe if SOPUS wants to play in the big-boy league, they need to as well.

Exactly. PU is second to none. It doesn't need to be cushioned by a whack of disclaimers and short OCIs by SOPUS. Castrol uses some pretty bizarre marketing at times, but at least they push the durability of their oils and back them up with certifications.

Take a look at Walmart up here. For Castrol European oils, there's GC, 0w-40, and 5w-40. The rest of them have A1/B1 A5/B5 certs as applicable. PU isn't on the shelf, even in 5w-30, and hasn't been for an extraordinarily long time.

And we know darn well that Shell sells A1/B1 A5/B5 oils in Europe, and I highly doubt that they aren't one of Formula Shell Synthetic, QSUD, PP, or PU. So, quit with the ACEA 2002 specifications and put current ones on the bottles where they apply.

Outside of Dexos, what certs is it missing?

They're both missing some very important specs (aside from the Euro varieties). Most of the manufacturers' specs they list are nothing beyond SN/GF-5 and are met by many conventionals. The only impressive ones are the Honda and the Vette spec, both of which are obsolete.

Ultra not having dexos1 is idiotic. Their top motor oil isn't appropriate for use in a new GM vehicle? Mobil owns the synthetic market as it is. Why hand them the GM market on a platter?

Where are A1/B1 and A5/B5? M1 and Syntec proudly display it. Odds are that PP and PU meet them, and they're essentially self-policing specs. So why play musical chairs with the ACEA specs and claim twelve year old versions of them, if any? I do note that the newest PP sheet does list A1 and A5, but "barely," as in the sheet is a mess once again and the ACEA specs are claimed in one place and left blank in another part of the sheet; there was a very recent link somewhere here on the site. There are guidelines as to how to list the ACEA specs an oil meets. They seem to follow them with the Euro grades, but have a giant mess on the A1/B1 A5/B5 type grades.

See this current PP 5w-30 sheet to see what I mean. Page one mentions A1/B1, and the A5/B5 on a separate line, for some unknown reason. On the second page, the chart leaves the ACEA section blank. At least the new Ultra does show dexos1 certification, along with the ACEA stuff listed properly. So, I am happy about that.
