WW I/ early WW II subs rarely ran completely submerged. Probably ran at periscope depth the entire way to be able to run on diesel engines. .

Just checked online, he tied himself to the periscope with his whip. They ran the voyage at scope depth.

The sub snorkel was used to run the Diesels by U-Boats in the last year of WW2.
