While possibly not 'classically' ULS, the sulphur levels of today's US fuels is SIGNIFICANTLY reduces to even 15 years ago when the US EPA introduced Tier 2 regs. LINK. And since the US is moving towards the 10ppm limit in most cases, more modest TBN in low/mid SAPS oil's should be the least of your concerns.
