gas station fuel tanks after flood

How do the storage tanks in gas stations work. If there is a flood is there a chance water will get into the tank. It doesnt appear to be an issue as I never hear of problems with water in gas after flooding
 
They are supposed to be sealed from ground water.

If water goes over the vent there will be a problem.

The fill ports is in the concrete drive. They are sealed against ordinary rain, but if submerged and not will secured or maintained, water can leak into them.

Just part of the huge pollution from flooding.
 
What happens if the underground tanks are 1/3 full and the gas station is flooded with 6’ of flood water?
The tanks are pumped out and the contaminated fuel is disposed of as hazardous waste. Either that or there are lots of complaints and damage claims.
