I guess since more and more people report about it, there must be something to it.
There's a 1950's book that I read a few years ago "the Chemistry of Coal Utilisation", which goes into the various chemistries that can be used to extract energy from coal.
If you research "coal gas", and "water gas", you will understand how coal, and any other hydrocarbon can be cracked into CO and H2 (sometimes called syngas, but our town used to run on coal gas)...the water cracking bit uses the O from the water to get the CO, and an extra H2.
In theory, it is possible to crack hydrocarbon fuels and water to gain back many of the thermal losses. I doubt that it's possible to do a commute on such a system due to thermal lag, and heating of components.
