In the case of Saturn engine (fault is on oil control ring/ring-land and oil drainage design on the oil control ring part), so once it's carboned up (drainage holes plugged up/ring lands jammed up), virtually nothing you can do to break free of the oil control rings but to disassemble the engine/pistons and manually clear the oil drainage holes and scrape the crud off of the ring lands again.

Don't count on a cylinder soak with stoddard solvent or similar will break free the otherwise jammed/stuck oil control rings for it will not work (guaranteed). Only some serious elbow grease and engine apart will you restore the oil control rings (thus the oil burning issue with saturn engines).

The only worthwhile products are GM Top End Engine cleaner and Chevron Techron Concentrate which contains PEA detergent which is certified proven effective at cleaning carbon deposits.

I might even be tempted to remove the spark plugs and pour the GM Top Cleaner and or Techron Concentrate directly into a very warm (but not hot) engine if possible. Let soak for 24 hours hopefully the fluid works its way down into the rings...make sure it is all gone before you replace the plugs, then put a half quart of new oil into the engine to protect against the solvent/detergents when you start the engine.
 
I used to have an SL2, and a lot of guys with those cars swore by 15W-40 in summer as a means to slow the burning, and even do some cleaning...
