Emails with attachments linger in the outbox (Android, Gmail)

Sudden strange behavior of Gmails with large attachments that I am sending on a new Android phone via Gmail. Initially, there were no problems with the new Android phone. I could send Gmails with large attachments (up to 25 MB) in a few seconds to myself and others. Suddenly, emails with attachments linger in the Outbox for minutes or even hours. Says "sending." Once I click the email in question in the Outbox the email usually goes through a moment later but not before then.

When I send a Gmail from home via my PC to another PC or phone it generally arrives within 5 seconds even with 25MB worth of attachments. It's just a problem with the new phone and outgoing emails. I have a very fast connection, I have unlimited data, and there is no throttling. Unless there's a setting in the phone I missed.

The problem occurs whether I am sending an email with a large attachment from home via wifi or via data or in the wild via data. Emails with no attachments go through right away.
