Does published oil capacity include the filter?

So the handbook lists the oil capacity of my Subaru as 4 litres. I changed it myself for the first time this morning. Put a measured 4 litres in and the dipstick shows about a third litre low. Is the dipstick off or does the listed capacity not include the filter? I'm going to change the oil on the F150 now for the first time, so I'll measure the oil again and see what happens. The pickup has the 4.6 and the filter is at an angle that's sure to cause a mess when it comes off, but this baby has a factory installed drip tray under it. Good thinking,Ford!
 
Just did the F150. What do they use to put the filter on at the factory, an impact gun?
Put in 6 qts, just like the manual states, and it's a third qt low on the stick so I'm thinking I have to add some for the filter, but I'll check with the dealer. Better to be a little low than a little high.
