I would use a paint cleaner (pre-wax cleaner) if you do not have a polisher or a mild polish to remove the oxidation. There are lots of detailing videos on youtube that highlight products that may help.
Depends on whether or not you want to use a machine (random orbital buffer). If no machine then a double wash, clay (puddy or the synthetic "rubber-ish" product), then some sort of AIO (All-in-one) glaze/polish/sealant followed by a wax or sealant.
Honestly, for something that hasn't been washed in such a long time, I would first wash it with dish soap and at a fairly high concentration. It probably stands the best chance of removing contamination, grease etc. After that clay it.
