The pickup would have been hit severely if it didn't move, and I understand the driver's decision not to move forward at all, even in a turning motion. Besides that bringing him closer to the big truck, it's also encroaching on the area around a stopped school bus, which by definition may have children in the road. The bottom line is that the crash between the pickup truck and the car only occured because the big truck was out of control, so it's his fault.
