No it's most likely not.
These private label licensing brands can be pretty flexible and are usually geographically handled (someone has a license for Canada, one or two companies have licenses for the US).
In some cases Toyota might specify the formula, in others they may just require performance/physical properties standards. There is likely no way for us to know how Toyota operates on this. My guess would be that the products will most likely be different.
