IMO, what makes many budget phones so slow is not so much their processor, but limited memory coupled with slow storage.
If they had 2 GB of memory then storage speed would be less critical, or if they had fast storage then 1 GB memory might be tolerable.
I wish reviewers would test the speed of their storage. After all, they do this avidly with PC storage like hard disks and SSDs.
