To update this thread, I ended up replacing both catalytic converters and upon removing the old ones, they were entirely empty! Based on the ownership history of this vehicle I doubt the previous owners punched them deliberately for "POWARRRR!!!" , but rather I believe they were probably shattered at some point and hopefully didn't lodge big chunks of themselves downstream...
Once new cats were in place, it passed emissions with ease.
