Why is this happening to my lower end?

I have a early 1970’s Evinrude 2 cylinder, 2 stroke, 25hp outboard. Today after running it in a bucket of water for its first trip out of the year, a mix of what appeared to be lower end fluid, water, and gunk was coming out of this weep hole. I will be draining the lower end fluid this evening to see what it looks like. The lower end was just rebuilt with zero run time on it.

Thoughts? What is the purpose of that hole?

 
Drained the lower end fluid. No sign of water, fluid looks clean/new as it should be…

What gives?

Where was the engine during the winter? Is it possible there was water left in the lower unit that could have froze and cracked the housing?
