What's with the plastic lip under the front bumper

Air gets shoved around the side instead of under the car. The extra drag is more than cancelled out by the lack of turbulence under the car.
 
I think they are mainly put there so that when you break it pulling up to park, which is pretty common by all the ones I have seen torn up, you then have to go back to the dealership for a replacement. Low cost item with a high profit margin for the dealership.
