The grain alcohol in the lubricants is “great invention” of Russian government, because it isn’t tariff or non-tariff limitations of foreign trade. The Russian government declares that all products under code 3403 of the Harmonized Commodity Description and Coding System contain ethyl alcohol. It is law now. They just want make more money!
Finally, this is a big problem if you have export to Russia. The Russian market is actually blocked, because there is too many red-tape involved and huge money must be spent for prove excise custom-house that each position of lubricants does not contain ethyl alcohol.
Gentleman, you should go the same way with imported Russian oil products or please write protestation against this Russian law to U.S. Department of Commerce, USDOC.
