What is this strange blue dot when one looks into a new Mobile1 oil filter? Some sort of chemical oil treament?

The bypass valve.
Thanks Mad Mike...so how does this valve work? It seems to prevent oil from flowing out of the chamber when engine off? Sorry for such a mundane question....
The bypass valve allows unfiltered oil to pass through the filter due to the filter being plugged or oil being too thick due to coldness or neglect. The opening of the valve (usually at 8-11 psi) protects the engine from starvation of oil.
