Does the cartridge filter setup have a bypass valve?

Most certainly. It has to have some mechanism somewhere that will allow oil to bypass the filter element at a set pressure differential.

If your talking about the bypass filter like the amsoil setup then no it doesn't. It doesn't matter if the bypass filter plugs up. It won't have any effect on oil pressure. It will actually increase it a little. The oil will still be flowing through your full flow filter which should have a bypass valve if it does get plugged up.

I am just talking about a flow through design on cold starts or plugged filter situations.

I assume you are talking about cartridge vs canister? If the cartridge systems have a built-into-the-block bypass filter? If so, yes, they do.
