I've seen Cap and Trade work for some of the minor pollutants...it aids industry in grabbing the low hanging fruit very early in the process. But then becomes an industry in and of itself and doesn't work very well after a while.
Oz HAD a carbon tax, a very destructive tax, as with the wealth redistribution that went along with it, the worst polluters were given support, and cleaner plants were killed...we'll likely get a cap and trade with the new Govt that's just been formed.
Same mob gave people 5 renewable certificates for every one that their rooftop solar generated, making everyone else's power more expensive to pay for it.
